Public Policy and Governance Glossary

This site provides public access to the concept-definition material prepared within the Public Policy and Governance Portal (PPG Portal) by students and faculty in Canadian masters programs in public policy and public administration, in consultation with public policy and administration practitioners.

The PPG Portal identifies and summarizes the concepts taught in Canadian masters courses and used by policy and administration practitioners. For information on the PPG Portal, including how to become a member, see About PPG Portal. There are almost 2,000 concept entries in the PPG Portal and more than half of them are included in this publicly accessible Public Policy and Governance Glossary. The glossary entries on this site can be linked with content on the student-run, peer-reviewed journal, Public Policy and Governance Review.

Terms in the glossary (e.g., Externalities) can be accessed directly from Google, in most cases, by starting the search string with ppg glossary (e.g., <ppg glossary externalities>).

The Concepts every analyst should know list below is being developed through consultations with graduates and practitioners, including through a CAPPA-Government of Canada project to identify competencies expected for policy analysts and other functional communities within the federal public service.
